Who must comply with UAE e-invoicing, and when?
Every VAT-registered business in the UAE will be covered in phases. Large businesses with annual revenue above AED 50 million must appoint an Accredited Service Provider by 30 October 2026 and issue e-invoices from 1 January 2027. Smaller businesses follow in phases from 1 July 2027, with provider appointment due by 31 March 2027.
What counts as a valid e-invoice under the new rules?
Only structured XML invoices in the PINT-AE format, transmitted through an Accredited Service Provider, qualify. PDF invoices, scanned copies, and paper invoices will no longer count as valid e-invoices — even if they are emailed.
What is an Accredited Service Provider (ASP)?
An ASP is a Peppol-certified provider accredited by the UAE Ministry of Finance. All e-invoices must flow through an ASP under the UAE's 5-corner model — businesses cannot connect directly to the government infrastructure. Choosing the right ASP for your volume and systems is one of the outcomes of our readiness audit.
What are the penalties for non-compliance?
Published penalties reach up to AED 5,000 per month for certain violations, and invalid invoices can also create VAT recovery problems for your customers — which quickly becomes a commercial issue, not just a fine.
